From my understanding, It depends on where their processing company is located as to which ones you can use. If they are processing in Canada you should be fine(they seem to change it up from time to time).
International GIFT cards are rare. I think its to prevent money laundering and whatnot. Make sure BV is not talking about international reloadable/prepaid cards.
It will say on the back in small print if it can be used internationally.
Most of the ones I used had to be registered before you could use them online. They basically became a prepaid debit card. The black Net spend card was good internationally, but then, anyone from my addresses and I (at any address) was restricted from being able to register any more. You will spend 30 hours trying to find the right GIFT card.
If you don't have a problem getting a prepaid reloadable/prepaid NetSpend card, basically its the same as having a debit card and there will be some fees and you have to give up your SS.
