International GIFT cards are rare. I think its to prevent money laundering and whatnot. Make sure BV is not talking about international reloadable/prepaid cards.

Most of the ones I used had to be registered before you could use them online. They basically became a prepaid debit card. If you don't have a problem getting a prepaid reloadable/prepaid NetSpend card, basically its the same as having a debit card and there will be some fees and you have to give up your SS.
